The best chroma key is the keylight plug-in for Adobe After Effects or Combustion. Keylight comes free with After Effects, that plug-in is great, reminds me of working with masks in photoshop. It has a lot of the same tools as photoshop too. If you can't afford those programs, just go with Final Cut Pro or Adobe Premiere Pro. Using photoshop helps out a lot to with difficult keys like painting out lights and people that are not supposed to be in the shots.
