I was invited to be a "User-Partner" with YouTube, and I just had my orientation yesterday. They declined to say the exact number of user-partners, but if you go to the website and click the 'Channels' tab, and then the 'Partners' link, you'll see there's about 100 now, and there will be at least another 25 that were at the orientation.
I have no idea who's producing the ads though, and there was no mention of content creators making ads that tie into their content.
